Are you aware of the changes when sending to the USA?

There are important changes to Customs rules for sending parcels to the USA starting from 29 August 2025. Previously, most goods valued under $800 could be sent to the USA without Customs charges being applied. However, this de minimis threshold has been removed. Now, all shipments entering the USA, regardless of their value or origin, will be subject to applicable duties and taxes during the Customs clearance process.

Here’s what you need to know:

  • You can continue to send parcels to the USA with DHL Express as usual

  • Charges from USA Customs will need to be paid by the parcel recipient who will be contacted by DHL to pay these

  • These charges apply only to parcels containing goods, not documents

  • There is an exception in place for gifts sent from individuals to individuals only, valued up to $100, which can still be sent without additional Customs charges if correctly declared as gifts

The good news is that DHL Express’ services are fully compliant with U.S. Customs regulations and will continue to offer delivery to the USA in 1-2 days.

FREQUENTLY ASKED QUESTIONS

All shipments containing goods, regardless of value or country of origin, will now be subject to all applicable duties, taxes, and the Informal or Formal Customs Clearance process.

Shipments may experience increased import costs as duties are levied based on product specifications like General Duty Rates, or type of commodity like tariffs for metals such as steel, aluminium or copper, or based on country of origin like the various tariffs imposed under the International Economic Emergency Powers Act (IEEPA) which vary by country. This change applies globally, across all modes of transportation, including express carriers and postal services.

De Minimus used to refer to shipments valued at under $800 which were duty and tax free. The De Minimus tariff no longer applies from 29 August 2025, as per latest executive order.

Informal Entry now apply for shipments valued between $1 to $2,500. Duties and taxes are based on HTSUS (Harmonised Tariff Schedule of the U.S).

Formal Entry remains unchanged and applies to shipments valued above $2,500. Duties and taxes are based on HTSUS (Harmonised Tariff Schedule of the U.S). Requires Ultimate consignee Tax ID.

We remain fully committed to supporting your business during this transition. To minimise potential disruption, DHL has:

  • Expanded the Customs operations teams to manage clearance, duty billing, enquiries, and advanced duty collection.

  • Invested in IT solutions to drive efficiency, provide greater visibility of landed costs, and reduce the risk of shipment delays.

Updated DHL Express MyGTS – Global Trade Services, a comprehensive AI based solution for automated Customs, duty, and tax management, giving you full landed cost visibility and streamlined trade compliance.

To avoid additional costs, delays or penalties, please ensure your commercial invoice includes complete and accurate information:

  • Goods description: Clearly and accurately describe the product (Make sure it answers these three questions: what it is, what it is made of, and what is it used for).

  • Tariff classification: Provide the 10-digit HTS code based on product specifications.

  • Country of origin (COO): Where the goods are manufactured or substantially transformed, not where they are shipped from.

  • Customs value: Reflect the accurate price actually paid or payable for the goods when sold for export to the USA (excluding international freight, insurance, and separately itemised charges).

  • USA Consignee Tax ID: For Formal Entries only (EIN for organisations, SSN for individuals, or CAIN for foreign importers).

  • Manufacturer ID (MID): Required for all shipments. For textiles, MID and manufacturer details must be provided by the shipper.

The removal of the USA de minimis threshold represents a major shift for global trade and cross-border e-commerce. While it increases friction for low-value shipments, it also creates opportunities to:

  • Recalculate landed costs and adjust pricing.

  • Enhance USA shipping strategy and Delivered Duty Paid (DDP) options.

  • Automate Customs and tax processes to ensure compliance.

  • Explore and expand into new international markets.

The team at DHL Express is here to support you in reaching new markets faster, enabling full landed cost transparency and providing smart logistics tools tailored for global growth.

To protect USA sales and maintain customer trust, we recommend:

  • Recalculating landed costs & adjusting pricing: Account for new tariffs and duties in your margins and communicate transparently.

  • Inform customers in advance: Set clear expectations around potential duties and higher costs.

  • Upgrade compliance processes: Ensure correct HTS codes and leverage automated duty calculation tools.

  • Offer duty/tax prepayment options and delivery notifications: Allow buyers to pay upfront, track shipments, and receive proactive delivery notifications.

To avoid any potential confusion related to recent media reports:

  • DHL Express and DHL eCommerce services to the USA remain fully operational.

  • Effective 22 August 2025, Deutsche Post (German Post Office), DHL Parcel Germany, and DHL Globalmail stopped accepting business parcels containing goods for delivery to the USA.

  • These restrictions do not apply to DHL Express shipments.

Please also note that DHL Express will maintain its current published Customs fees, consistent with industry standards. However, under the new regulations, most shipments will now attract duty.
